I believe that there are issues surrounding prepaid cards, or at least in the United States.
I seem to recall a post from Wyldanimal in response to an earlier query on this subject.
91hebasu is 100% correct. It has nothing to do with Totem, it is actually a restriction placed on the card providers not the vendors who accept them.
