Norton Insight and other type of Active protection, use a cloud server, and it is based on HOW MANY users have trusted the program being checked. If the trust count is zero or very low.. It's flagged as a risk..
I too run up against this with many programs I write.
They get moved to a quarantine folder when I try to Run them for the first time, and I'm the one who wrote the app.
