Is there any way to get this currently? It's labelled as a Special Event Card but I can't see any instructions on how to get it.

If not, will it come back at all?

ou l'échangeant contre un joker qui se gagne lui aussi en jouant.

It will come when there's another gambling game (I assume in like a week or 2 weeks max), such offers usually provide a new Special Card along with a way to get the older ones.

It costs A LOT of credits (200+) to have a chance of getting the card, usually. So don't be too crazy about that...
