i have a us debit card visa says declined even after i recharged card. why?

There might be a certain time gap from the time you add funds to your card till the time when you can use it. Could be hours or even a day or two.
Click on "choose your biller" to select a different card processor, epoch, segpay, commercegate, ccbill and so on.
If it continues to get declined, then contact the card processors if that doesn't help contact your bank.

card is ok i checked with bank all features are on.

I had the same problem with my debit card, ended up using CCbill pay by check, you need a checking acct routing #. and the payment doesn't show up for a couple of weeks.
