Not necessarily........It's more about explicitness

A Nudity/L3 clip can have a girl completely naked but not have any "explicit views" or "explicit actions" (under panty rubbing and such)

A Full Nudity/L4 clip can actually have a girl still be partially clothed but have "explicit views" or "explicit actions" within the clip

Totem defined a number of levels of eroticism and gave them names that correspond to the increasing levels of nudity that could be expected in a show that comprised a simple striptease. However, the concepts of levels of eroticism and levels of nudity are not the same. Until you know what the names mean they can be *****. In particular the performer in a "nude" or even a "fully nude" clip may actualy still be wearing a lot of clothes, for example in a clip with an up-skirt shot.
