Yes this is possible.
Here is a quick Outline.
These are Not Step by Step but just to give you an Idea of what has to be done

The folders are by Default Hidden by the OS.
So you have to first allow Hidden folders to be viewed.
Depending on how your two computers will be linked up
You will First Copy all of the Data and Models folders onto the New system.
Do this even before you install the Software.
Copy them, don't move them.

I use an External USB HardDrive and have all my Models and Data folders on there.
That way I just move the Hard Drive from Computer to Computer, and I have my full collection with me.

Next Make sure you know your Username and Password.

Click on My account, then Forgot my Password.

The next step depends on how many installs you already have
You are allowed two at a time.
If you already have two, then you will first have to uninstall one of them (keeping the data), so you will have that one to install on the new laptop.

Then you would Install the Software on the laptop using you existing user Name and password, and setting the Path to where you placed the Models and Data folders.

That's pretty much it.

If your Collection Doesn't show up, then There might be one other step, and that would be to ***** the software to rescan the folders and rebuild the Models.lst file.

PS. Don't MOVE the Folders, Copy them...
that way you still have a copy in case something goes a wrong in the process..

I move my Collection from computer to Computer almost daily.
UnPlug the USB drive and plug it into a different computer.

And sometimes I copy only my favorite Models folders directly onto one of the PC's.
(copy only the Models folders for each card I want, but All of the Data folders. Then alter the registry setting that tells VGHD what folder the Data and Models are in. Then ***** the software to do a rescan. Now it is looking at only the Local Files, and Not the External USB drive.)

The other Important step for this to work, is to UNCHECK all of the DOWNLOAD OPTIONS. Otherwise it would see that I'm missing tons of cards and try to download them.
