25 cr has been standard price for "crystal clear quility cards" for a long long time. It is the Double Diamond status discount that brings the "normal" price down to 15 cr for you and other DD status members.
25 - 40% = 15
The additional 20% then brings the price further down to 12 cr.
25 - 40% - 20% = 12

If you don't see this then try syncronising with the servers.
