More specifically, it's a gambling game.
The description of the Golden Ticket says that "You can win...", not that you will win.
However, the wording for the Wheel Of Bargains says "Spin for 1 credit and get one of ..." which taken literally does indicate that you will win something, though almost certainly that is not the case (not having tried I don't know, so maybe it is).

The Wheel of Bargains
Every Spin is a Winner, if you Choose to Buy what you Won.
You Always Win a Discount towards the 4 cards Shown. You MUST purchase ALL 4 of the Cards from the Wheel Results.
You DO NOT go to the Store to Purchase them.
Some Spins will Award the 4 cards for FREE.
Most Spins only Allow you to Purchase the 4 Cards for the Discounted Price shown on the Wheel.
So Yes, every Spin is a winner, but you have to Choose to purchase the prize.
To Be able to Play.
you Must have 4 or more cards available in the Store Older than 45 days old.
Full or almost Full Collections, will not have enough available cards
and won't be able to Spin the Wheel.
