Fan signing is not a member of the month thing.
Long time ago there was a 'member of the month'. I was one of the earlier winners.
No perks that I can recall.

Fan signs is a restricted category.
However, the screenshot is a brief view of the top of the first page.
Anyone double-diamond (two diamonds) and above can play.
Once a fan sign is posted (usually by Celine), each member is allowed to post once, with text (s)he would like a sign to say. The girl will hold the sign and a picture will be taken and posted here.

copy and paste this url in your browser then change the number from e0395 to something higher like e0432 as above etc. and if it is an upcoming card it will be there.

This is one method. I prefer another one. If you're using Firefox, you can install FlashGot (addon for Firefox), then go to Tools > FlashGot > Build gallery...
Place cursor in field labeled "Preview" and paste this link:

http://cards.virtuagirl.com/free/sets/e[0001-0500]/illustrations/card.jpg

You can also paste the same link in "Content" field. Then hit OK.
This tool will create gallery contains all images with numbers starting from 0001 to 0500. If card doesn't exist, then default blue card will show up. This method is much faster.

One more method (advanced): if you have server with PHP support installed on your system, you can display all cards using PHP script.
