I have a laptop and a desktop PC. Would it be ok to have my VG account on both PC's? and can both be active at the same time? is it limited to a shared IP/mac address?

You are allowed two installations under the licence agreement.

Both can be active at the one time and it is OK for those two machines to share the one IP address.
