You only have a few cards in your selection. Having 556 cards in my collection and trying to do a fresh install on a new Hard Drive is a nightmare. I promise you that you will regret ever using VGHD after spending over 1000 dollars on girls and not being able to ever use the program again after an uninstall. Don't say I didn't warn you.

It's all a matter of preparation and most important patience.
If one has the data and model folder still the reinstall is easy.
If one really has to start from scratch being a Platinum member or VIP
he needs patience.
The software will have to download all card pictures first (which takes longer than you would expect as the speed is quite low for the card pic download
And if you are impatient and don't let the program work during that time it might crash. The program installation routine is clearly optimized for new users and existing users that still have their data and model folders.
But if it has to download 500 pics and takes 5 seconds per pic you can calculate yourself how long the program will be busy. And the 5 seconds would be optimal speed.
I will try this out with my secondary account to see how long it takes for 17 cards.
Important thing is to leave your program alone while it does these downloads.

Well i just did it and the card pics were back in less than 1 minute but of course it's much less stress to download 17 pics than 500.
I'm not willing to try that out as it would take too much time but i'm sure it's possible.
The software first downloads all card pics then the trailers for the only trailer shows and then the full shows. You can monitor this safely in the advanced settings.
Once the card pics are finished you can clear the schedule to decide yourself which card to download first.
This is a bit mor complicated than it should be as you have to manually delete 2 files out of the data folder.
And of course you need to uncheck the automaticly download options in the advanced settings.(see first screenshot all checkboxes should be unchecked before you do the following)
Now quit VGHD and make sure the downloader is stopped.
You can check this by pressing the keys alt & ctrl & del simultanously
For Vista (and probably Windows 7 too) choose Start Taskmanager
There select the processes tab and look for the VGHD_Downloader.exe
If it's still there terminate this process by left clicking on it to select it and then use the button in the lower right corner of the Taskmanager Window.
Now find your Data folder and delete
DLScript.cds(which is basically the download schedule)
models.lst
Now restart VG and after another initialization for a few seconds you will be able to decide yourself which cards to download first by using the Download buttons on the My collection screen.
The second screenshot shows the download in progress without doing the stuff described above. The download buttons below the 2 cards in the bottom row shouldn't be there and can't be clicked. They also vanish if you hover your mouse cursor over the card.
The third screenshot show My Collection how it looks after deleting the 2 files.
Now i can decide myself which card to download next.

I'd be willing to try and help you out.
But I would like to know a few things first.
What OS are you using?
Where on your computer do you have the Models and Data folders?
Are the files still there, or have they been lost with all the troubles that you have had?

If the Files are actually still there, then I think things can be repaired.
If not, then as Starryk points out, a re-download of all missing files is required.

Even if you have the files or partial set of files on a backup this will help.

I'm not part of the Totem Team, nor can I do anything to reset your account settings, But I have lots of personal experience repairing corrupt data files that cause the apparent loss of all cards.

So I guess the most important question is Do the files still exist in models and Data the folders?
The could even be in a different set of folders as long as they are still someplace on your computer or external drive.

I know exactly what your problems are. Starryk is right about the picture cards, but 'quite low' is wrong. ***** long at high CPU. But leave it alone for hours and hours and it will get there.
