Who is the babe in the orange bikini on the events page? I looked throught the Store filtering for bikinis and didn't see her.

That is Carla Vyxx in Sunset Strip.

That particular card is the SEC that can be acquired by participating in the event.

This card will be showed in the store on 1st of september, after the end of the august's event. Then, you will be able to purchase it with a Joker card, if you don't win it during the event.
