First of all, you can not purchase Special Event Cards. You can obtain Special Event Cards (SEC) by participating in certain Special Events that have a Special Event Card available. These games usually start on Friday's. There is usually a progress bar at the top of the GUI (app) that advances as you play the game(s). There sometimes are multiple games that you can play that will advance the progress bar to achieve the SEC. But be aware, it will take a lot of credits to achieve this goal.

If there is a joker available to be won, you can use it to exchange it for any card including a SEC. There is also gift cards that you can win, but you can not exchange it for a SEC (only regular cards can be exchanged for a gift card. If you do obtain a SEC, and another one is available, you can try to obtain it, but it probably be harder to get (progress bar will move more slowly). And any other SEC that you win (after the original one has been won) will be at random (you won't be able to choose). So obtaining a SEC will cost you a bunch of credits (hundreds to thousands).
